"They want to show that they are a force to reckon with during the elections," ayon pa sa opisyal.
“Authorities had long condemned the use of land mines as it not only violates provisions under the Geneva Convention of 1949, but it also poses threats to non-combatants or civilians in the area. The use of landmines and booby traps are prohibited under Protocol II of the the United Nations Convention on Certain Conventional Weapons, which appears as an annex of the Geneva Convention.

POLICE TO DISMANTLE POLITICIANS’ PRIVATE ARMIES

Police Director General Jesus Ame Verzosa, Chief of the Philippine National Police, vowed that the PNP will do everything in its power to dismantle the political warlords in time for the holding of a clean, peaceful and orderly elections next year.
To effectively attain this goal, the PNP will closely coordinate with other government agencies to carry out programs to make it difficult for civilians and other unauthorized persons who had been hired as bodyguards of politicians and other VIPs to possess, much less, carry firearms.
The PNP is considering further that PNP security/escorts of politicians and VIPs should be required to wear proper uniforms for their easy identification. Persons not in uniform who are carrying weapons are deemed possessing and carrying them illegally and will be held for questioning.
We are likewise encouraging our people to report to the nearest police stations any individuals who are carrying firearms while in civilian clothes for a more effective campaign against private armies and to ensure an honest election and a peaceful community to live.

TERRORIST CELL NEUTRALIZED
Chief, Philippine National Police
December 12, 2008
I am happy to announce that the terrorist cell of the notorious MILF-SOG operations officer Basit Usman was effectively neutralized with the arrest last December 9 of GUIAMALODIN EDSRAFIL alias Jams/ Parhan Salik in Barangay Tamontaka, Cotabato City.
Edsarafil is identified in military and police intelligence records as a key player in several bombing incidents in Mindanao including the bombing of the Ecoland terminal in Davao City on March 4, 2005, the bombing at the Isulan Market in Sultan Kudarat early this month, the bombing of Pikit Tower in Cotabato last July 28, 2008, and other bombing incidents in Koronadal City, Shariff Kabunsuan and at crossing Tukanalipao in Mamasapano, Maguindanao.
Edarafil is the subject of a warrant of Arrest for Murder and Multiple Frustrated Murder issued by the Honorable Rogelio Narisma, presiding judge of the Regional Trial Court Branch 23 of Kidapawan City.
Edsrafil was flown-in to Manila from Cotabato City this afternoon and was placed under the custody of the PNP Custodial Center in Camp Crame.
At the time of his arrest last Tuesday afternoon, Edsrafil was in possession of three electric blasting caps, six inches of detonating cord, and 2 christmas light bulbs converted into an igniter. These bomb components were reportedly intended for another bombing operation in Awang, Datu Odin Sinsuat, Shariff Kabunsuan in the evening of the same day targetting the camp of the 6th Infantry Division of the Philippine Army.
Edsrafil revealed that funds for his bombing operation in Awang was sent by Abu Sayyaf leader Isnilon Hapilon to the ATM account of Abdulrahman Esmael, a member of the MILF 105th Base Command stationed in Mamasapano, Maguindanao. The funds were deposited November 27 and withdrawn on November 28.
The arrest of Edsrafil revealed a network and command structure with direct links to key personalities in the Moro Islamic Liberation Front and the Abu Sayyaf Group from whom bombing orders emanated. Initial results of investigation revealed that the terror cell of Edrafil is under the direct command of wanted MILF leader Ameril Umbra Kato.
He revealed that his terrorist cell is in direct contact with Sammy GAMBAR, Chief of Staff of the BIAF, MILF; and Nasif Pha Sali, Operations Officer of BIAF, MILF; and Mocasid DELNA, Chief of the MILF-SOG.
In bombing operations, his terror cell get orders from Ustadz Ameril Imbra KATO, Commander HAON, Abu HALID and Basit USMAN.
Other revelations of Edrafil indicated his key participation in the Big 7 or Big City program of Abu Sayyaf Chieftain Isnilon Hapilon that included bombing targets in MetroManila. However, the Big 7 cell is yet to receive operating funds from Hapilon who made last contact with the group in November 2008.
Even with the arrest of Edsrafil and the arrest last December 2 of Bangladeshi Bomb manufacturer ALPARIZ, intelligence operations will continue to capture other personalities involved in this campaign of terror.
PNP units in targetted areas as revealed by Edsrafil have been alerted to initiate preemptive security measures to prevent infiltration of these areas by terrorist elements.

Foreign Bomber Falls

A suspected member of the regional terrorist cell Jemaah Islamiah was arrested yesterday by government troopers in the course of serving a search warrant in Shariff Kabunsuan, Maguindanao.
Camp Crame reports identified the suspect as Bangladeshi national Muhammad Alpariz described to be an expert bomb maker. A composite team of government security forces raided Alpariz’ lair in Bargy. Tapayan Datu Mastura Mun at around 3 PM.
Seized from the suspect were two improvised explosive devicesmade from 60mm mortar shells, two 81 mm mortar shells ready to be rigged, electrical wire, a 1.5 dry cell battery, an alarm clock, a cellphone, a computer set, two mortar boosters, two pieces of 9 volts batteries, two non- electrical blasting caps, detonating cords and other personal belongings.
Meanwhile, PDGEN JESUS VERSOZA, Chief of the Philippine National Police directed the members of the PNP to be vigilant and alert relative to the bungled operation of Alpariz to sow violence in that region. “The foiled attempt to sow terror in Mindanao by an arrested JI operative in Shariff Kabunsuan should prompt security forces to heighten their vigilance against similar attempts to disturb the peace in Mindanao”, Versoza stressed in his statement.
Thanks to our protectors!

General Versoza, next in line...
The NAPOLCOM said there is a need to designate VERSOZA since General RAZON will compulsarily retire from the service on September 27 and on account of such retirement, "There is a need to designate the Chief of the PNP from among the senior police commissioned officers and to promote him to the vacancy in the rank of Police Director General."
The NAPOLCOM said VERSOZA is the most senior Police Commissioned Officer in the PNP Seniority Linear List and it " finds no legal impediment to his designation" as Chief, PNP and his promotion to Director General.
