RESPONSE to TALIBA’s Editorial titled: Parak na naman! on July 15, 2008.

Sadyang nakakalungkot na muli na namang nabahiran ng putik ang imahe ng Pambansang Kapulisan. Sa Kabila ng mga Programa upang mapabuti ang image nito na bahagi ng PNP Integrated Transformation Program, patuloy itong hinahatak pababa ng mga tiwaling Pulis na ang hangad ay mabigyang katuparan ang kanilang pansariling interes.

The Philippine National Police does not deny that the recent involvement of Police Chief Inspector EXEQUIEL CAUTIVER and PO1 Dondon Abogado in the kidnapping and murder of retired pilot Demosthenes CaƱete and his driver Allan Garay, was a big blow in the initiative of Police Director General AVELINO I RAZON, JR, Chief PNP, in cleansing the PNP ranks with bad eggs, misfits and scalawags personnel.

But it must be remembered that the PNP organization is not condoning the like practices of its personnel. Even though PCI CAUTIVER is the Training Director of PNP Special Action Force Training School based in Sta Rosa, Laguna, the Director of PNP SAF, PCSUPT LEOCADIO SANTIAGO participated in the conduct of operations against them which resulted in the arrest and neutralization of CAUTIVER’s group.

Ang kani-kanilang mga immediate superiors ang umaksiyon kaagad upang ang mga nasabing kasapi ng PNP ay maimbestigahan o maparusahan ng naaayon sa Batas at dagliang maipakulong habang ang kanilang mga kaso ay nililitis pa sa Hukuman.

To prove that the PNP is continuing its relentless effort to cleanse its ranks, a total of 245 PNP personnel were either dismissed, suspended, dropped from rolls, forced to resign or demoted for their involvement in illegal activities from January 01, 2007 to June 30, 2008.

Malaki pa rin ang tiwala ng pamunuan ng PNP na hindi makakaimpluwensya o tutularan ng nakararaming bilang ng mga pulis ang iilan na tiwaling miyembro. Seryosong indoktrinasyon upang maging Mamang Pulis na Makatao, Maka-Diyos, Malalapitan, Maaasahan, at Kaaya-ayang tingnan ang iipinapaloob sa mga pagsasanay, lalo na sa mga bago pa lamang pumapasok sa serbisyo.

Ang mga Values Formation and Moral Recovery Programs tulad ng Purpose-Driven Life Seminar ay mahigpit na ipinapatupad sa hanay ng PNP mula sa Heneral hanggang sa PO1, kasama ang mga Non-Uniformed Personnel. Lahat nang paraan ay ginagawa na ng Pamunuan para lamang mawala o di kaya ay mabawasan ang mga tiwaling kasapi ng PNP.

The PNP is assuring the general public that it will enforce the full force of the law to any erring personnel. The Chief, PNP and Mamang Pulis himself is encouraging the community and the civil society to participate in promoting the rule of law by reporting police abuses or complaints thru PNP Txt 2920 or to I-report mo kay Mamang Pulis – 09178475757.






Transforming the PNP


We fully support the PNP Integrated Transformation Program headed by PDDGen Jesus Versoza which is now gaining headway in the implementation of its impact programs. The program was designed to place on track organic dysfunctions in order to improve the delivery of police services to the community through upgraded law enforcement capabilities. Parallel to all these, the welfare and morale of the organization's personnel, including their dependents, were likewise given importance. The Program Management Office was tasked to oversee activities towards transformation and to monitor every phase of their implementation.

Studies were carefully laid down, drafted and re-drafted and then finalized(more are still on the drawing board), beginning from the very basic and going up the heirarchial needs of the PNP personnel, including the organization's functional needs.


One study showed that more than 80 percent of the 1,603 police stations, or 1,282, are considered "Squatting" either on privately-owned or government-owned properties.


Another study showed that shortage in land patrol vehicles (at 65 percent as of presstime) almost equalled the shortage of decent shelter for PNP personnel (at 63.16 percent), the latter, confirming the National Economic and Development Authority's report that 60 percent of the PNP personnel live below the poverty line.


And so forth and so on, from a long list of priority needs, each item check-listed by concerned entities. And since transforming the PNP is everybody's call, each of the organization's personnel must give his or her share of responsibility, no matter how small this may be. And they have to believe with all their hearts that as vital parts of something bigger than themselves, what they contribute today will definitely be part of a better tomorrow...

Joint ARMY-PNP Raiding Team recover guns, subversive documents

A Joint team of the Philippine Army's 11th Infantry Battalion and the Philippine National Police in Guinhulngan City, Negros Oriental on June 15 recovered subversive documents and a 38 caliber handgun from the house of a militant leader in Barangay Linantuyan, Guinhulngan.

PNP Provincial Director PSSUPT Augusto Marquez Jr. confirmed the report, adding that the subject of the search warrant, Lourdes Baloy, was not around during the raid but was also witnessed by Barangay Officials of linantuyan.

Guinhulngan Judge Kennedy Duka had issued the warrant on June 16 against Baloy, a leader of the peasant-farmers' group Kaugnmaon, and who is also the subject of several complaints from Linantuyan residents who alleged that she was collecting from them revolutionary taxes for the Communist Party of the Philippines' New People's Army.

Guinhulngan City has been tagged by the PNP and the military as a hotbed of insurgency, being a strategic location for the regional NPA guerilla front in Northern Negros.

This is the deceptive tactic of the NPAs. They act as farmers by day and an NPA fighter by night. When an NPA is killed in a legitimate encounter, their propagandists will exploit the situation and will declare the dead NPA as a farmer to gain the sympathy of the populace. Poor soldiers and PNP, they are the ones who always took the blame...
